PROCEDURES FOR Diesel Fuel (D2 Gas Oil L 0.2-62 GOST 305-82) PURCHASE:
We are direct to Buyer Mandate in EU (Very well known company) looking for D2 Gas Oil.
If you are or have a DIRECT SELLER who is looking to sell, we are interested:
Product: Diesel (D2)
Origin: Russia
Specification: GOST 305-82
Quantity: 1 200 000 MT less or more
Monthly quantity: 100 000 MT less or more (25 000 MT or more also will do)
Delivery: FOB - Rotterdam/Novorossisk/Primorsk/Ventspils or ASWP.
Terms of payment: documentary revolving DLC on monthly volume
Inspection: SGS/Say bolt for quantity and quality.
Performance Bond: 2%

"OUR PROCEDURES"
We will sign any Confidentiality/Non-Circumvention Agreement you may need including any pre-agreed fee agreement between our companies in advance of introduction to the legal Seller or his bank.
Under NO circumstances will our buyer sign a NCND in order to get an offer.
Under NO circumstances will our buyer issue LOI/ICPO/BCL/POF in order to get an offer.
(Before FCO):
1) LOI can be issued by DIALLA Ltd on behalf of our buyer, not the buyer himself, or
2) ICPO can only be issued and posted directly to known refinery or Mandate (if mandate papers shown otherwise only to refinery stating Mandate name who was in contact with us), or
3) We can come for TTM together with ICPO. Meeting has to be held ONLY inside known company (NO Coffee Shops or Hotels). In this case please send us the name of representative who will be at TTM. We will contact this representative before going for TTM.
After the FCO has been accepted by the Buyer, the Buyer will sign NCND-IMFPA with all parties involved.
1. The Seller issues: Soft offer with complete procedure.
2. Upon review and acceptance of the Soft offer, Buyer request Seller to issue: UNSANITIZED FCO to DIALLA LTD signed on the Sellers or Mandates legal letterhead along with Mandate papers (if a Mandate is used) including Sellers full company name, Address, Sellers full names, Position, Passport number, Draft contract, Corresponding Export License stating the availability of product, Sellers allocation number and Quality Certificate.
3. Upon accept and verification of the Sellers information and the Draft contract, the Buyer/Buyer's Mandate signs FCO and submits a letter of intent signed on the Buyers or Mandates legal letterhead along with Mandate papers (if a Mandate is used).
4. The Buyer issues ICPO with full banking details and BCL via SWIFT MT 799 Bank to Bank within 10 days.
5. The Seller sends Resource confirmation by SWIFT MT 799 through Bank to Bank of within 3 days.
6. The Buyer and the Seller signing the contract.
7. The Seller sends full POP to the Buyer.
8. The Buyer's bank sends PRE-ADVICE to the seller's bank by SWIFT MT799 POF: RWA that NON transferable DLC will be issued after receiving PB 2% from the Seller.
9. The Seller's bank provides non-operative PB 2% to the Buyer's Bank.
10. Buyer's Bank issues a non transferable DLC which activates 2%PB.
11. The Seller commences delivery of goods within 20 days of receipt of DLC.
12. The Buyer releases payment to the seller by wire transfer upon delivery.
13. Commissions/fees will be paid upon closing of each tranche to the parties stipulated in the contract, in the amounts shown.
14. All subsequent tranches will close tabletop as described above.

IMPORTANT: If Sellers Company is not known in oil trade, then be ready to answer on following questions stated below:
1) Who are your previous buyers, with their company name and contact details?
2) Can we see the Copy of license to export?
3) Where did you get this source, from which refinery? Can we see the contract between you and refinery? Copy of the refinery commitment to produce the product?
4) What transport company are you using, with their contact details and name of contact? Can we see the Copy of contract to transport the Product to the Port?
5) Where will be the loading of D2 and can we personally be there and see it?
Can we see the Copy of the Port Storage agreement?
