procedure///
1. Buyer issue ICPO and CP to end seller. 
2. Seller issue CI "commercial invoice", MOU "memorandum of understanding" and "Tank
Receipt and analytical report at the sellers loading port". 
3. Buyer sign CI and MOU and send a copy to the seller.
4. Seller issue DTA "Dip test Authorization" to the buyer.
5. Buyer Confirm DTA, buyer issue CPA "charter party agreement and Q*8 to the sel1er. OR storage tank agreement at vladivostok...
6. Seller program lift in the name of the buyer and buyers vessel at the sellers loading port upon
confirmation of the buyers vessel. 
7. Buyer Dip test, Seller loads buyer vessel.
8. Buyer Issue payment (MT**3) for the total cost of the product loaded to buyers vessel. 
9. Seller release payment to intermediaries within *4hrs of buyers payment as per signed
NCNDA/IMFPA
