The main seller refineries must issued 2% PB, we the main buyer will issued DLC. This is our position. 
We will not accept and pay for the registration and legalization expenses. 
Because the Russian Federation requires that the seller is borne entirely. 
we has always been the CIF method of payment, never had a C & F Payment. 
The terms of the payment must be C.I.F : Cost, Insurance and Freight strictly as referred to in the interpretations defined by the INCOTERMS EDITION ***0 with latest amendments.
By irrevocable, Non - Transferable Documentary Letter of Credit ( DLC ). Within the 5(five) banking days, buyer will payment to the seller after SGS
at the discharge port. DLC text is attached as Annex C.4.
