In April ***1, The State Council decided to merge the State Administration of Quality and Technical Supervision with the State Administration of Entry-Exit Inspection and Quarantine to form the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ).

The Certification and Accreditation Administration is responsible for the administration, organization and implementation of the national compulsory product certification system. For the products subject to compulsory certification by the State, the State shall publish uniform catalogues, determine uniformly applicable national standards, technical rules and implementation procedures, formulate uniform marks and set uniform fee rates. Products listed in the catalogue of compulsory product certification must be certified as qualified by a certification body designated by the State, obtain relevant certificates and apply certification marks before they can be sold, imported or used in commercial activities.

The new mandatory product certification system came into effect on 1 May ***2.

In order to ensure a smooth transition between the new and old systems, the original product safety certification system and import safety and quality licensing system will be abolished as of May 1, ***3.

According to China's WTO commitment and the principle of national treatment, the country uses a unified logo for compulsory product certification. The name of the new national Compulsory Certification sign is "China Compulsory Certification", the English name is "Compulsory Certification", the English abbreviation is "CCC". After the implementation of the China Compulsory certification mark, will gradually replace the original implementation of the "Great Wall" mark and the "CCIB" mark.

According to the relevant documents of the national compulsory product certification (hereinafter referred to as "3C certification "), since May 1, ***3, included in the first batch of implementation of the 3C certification catalogue of *9 categories **2 kinds of products such as not obtained 3C mark can not be sold, imported and used in business activities. However, in view of the special circumstances in production, import and business activities, the Certification and Accreditation Administration of China issued No. 8 announcement in ***2, stipulating that some products can apply for exemption from 3C certification.

This part of the product scope includes:

1. Products to be imported and produced for scientific research and testing;

2. Parts and components imported by feeding or incoming processing for the purpose of exporting the whole machine;

3. Products exclusively for export according to foreign trade contracts (excluding those partially sold back to or sold in China);
